E-Bike vs Electric Scooter: Which Should You Buy in Ireland?
Thinking about going electric but can’t decide between an e-bike and an
electric scooter? Both will get you around Irish towns and cities faster and cheaper than
a car — but they suit different journeys, budgets and rules. This guide compares them head-to-head so you
can choose with confidence.
The rules: the biggest difference
In Ireland the two are treated very differently in law:
- E-bike (pedelec): a pedal-assist bike with a 250 W motor and assistance up to
25 km/h is legally a bicycle — no licence, tax or insurance, and it qualifies
for the Cycle to Work Scheme. - Electric scooter: a road-legal e-scooter must be capped at 20 km/h,
400 W and 25 kg, and you must be 16 or over. No licence or
insurance is needed, but there are strict rules on where you can ride. See our
electric scooter laws guide.

Range, comfort and distance
E-bikes win for longer journeys. With larger batteries and a comfortable riding
position, many models cover 60–120 km on a charge and handle hills, longer commutes and weekend
spins with ease. E-scooters are built for shorter, urban hops — nippy and fun, but with
less range and comfort over distance.
Portability and storage
Here the e-scooter wins: it folds compactly, is light enough to carry up stairs, and
slips under a desk — ideal for the “last mile” and apartment living. Folding e-bikes narrow the gap, but
a full-size e-bike needs proper storage space.
Cost and running costs
E-scooters are usually cheaper to buy. But the e-bike has a trump card in Ireland: the
Cycle to Work Scheme can cut up to 52% off a new e-bike through your employer, which
often makes a quality e-bike the better value once tax relief is applied. Both cost only cents to charge.
Which one is right for you?
- Choose an e-bike if you commute longer distances, want comfort and range, or want to
use the Cycle to Work Scheme. - Choose an e-scooter if your trips are short and urban, you need to fold and carry it,
or you want the lowest upfront price.

Frequently asked questions
Is an e-bike or e-scooter cheaper to run?
Both cost only a few cents to charge. An e-bike can work out cheaper overall thanks to the Cycle to Work
Scheme tax relief.
Do I need insurance for either?
No — neither a compliant pedelec (e-bike) nor a compliant e-scooter requires insurance in Ireland.
Which is better for commuting in Dublin?
For short city hops and easy storage, an e-scooter is handy. For longer commutes with comfort and range,
an e-bike is the stronger choice.
Can under-16s use either?
You must be 16+ to ride an e-scooter in public. E-bikes follow normal bicycle rules.
